- Critical Sites - Perimeter Protection
EVITECH’s Jaguar® video analytics solution ensures accurate protection of critical sites in many places. Deployments cover military sites, nuclear plants, production sites (metal, energy, construction) but also Intellectual Property sites (for example aeronautical design premises).
Issue : Defence, Industry and R&D customers are looking cost saving and efficient solutions for renewal or complement of existing perimeter protection (based on traditional technologies or even only on physical protection such as fences).
Solution : Depending on site illumination level, criticity of the infrastructure, and budget, colour cameras or thermal ones are installed on the site, whether as a virtual fence (one camera behind previous one), or from the main buildings (looking toward the fences). They can also cover roofs, or specific walls. The cameras are connected to Jaguar monitoring units (8 per unit), which report alarms to the local or remote supervision. Jaguar is configured to detect potential intrusion as well as loitering around the sites.
Tests : Tests are usually handled after system set-up by cooperation between EVITECH’s technical team, the integrator and the site security officer who is of course the best informed of security threats on his site.
Remarks : Main reasons for deployments of JAGUAR in these sites are performance requirements, and financial constraints. JAGUAR permits a reliable detection of targets up to 50 to 100 % further when compared to other VCA solutions. Better detection range implies lower number of cameras, and lower number of detection units, which reduces total cost of the project. Also, when it comes to dealing with false alarms, the raising of less than 2 false alarms per day & camera by Jaguar on a few cameras, instead of e.g. more than 10 per day.camera for other solutions with more cameras, multiplies Jaguar’s cost effectivity. This has a major impact on time/cost spent by human operator handling intrusion confirmation.
Compared to classical protection solution (infrared barriers for example), JAGUAR will provide a much higher level of performance, for very low civil engineering and maintenance costs.

EVITECH’s Jaguar® video analytics solution is deployed on sites managing huge highly valuable financial items in France. Perimeter protection is installed to protect cash and value paper manufacturing and logistics.
Issue : Financial sector actors are facing new threats both on production and on logistic sites, but are even more sensitive on budget matters than industrial actors. They are thus looking to renew or increase their perimeter protection, because it’s too old or does not fulfils current regulatory requirements.
Solution : Depending on site illumination level, traditional cameras (Day/Night if necessary) or thermal ones are installed, whether as a complete or partial virtual fence (one camera behind previous one), or from the main buildings (looking toward the fences) when it’s inconvenient or budget inefficient to deploy masts all around. The cameras are connected to Jaguar monitoring units. Due to its exceptional sensitivity, which makes it possible to detect a change as small as one pixel in thermal images, and just a few ones on visible images, Jaguar could then detect all potential intrusion as well as loitering around the sites.
Tests : Tests are usually handled after system set-up by cooperation between EVITECH’s technical team, the integrator and the site security officer who is of course the best informed of security threats on his site.
Remarks : Main reasons for deployments of JAGUAR in these sites is not only linked to performance requirement, but also to financial constraints as for many sites having perimeter protection, it is now cheaper to deploy JAGUAR with thermal cameras than classical infrared barriers for example, and for a level of performance much higher.

EVITECH’s Jaguar® video analytics solution ensures fire start detection for various recycling activities in France.
Issue : Recycling activities concern cars, household waste, and industrial waste. They involve large processing plants where lying rubbish ferments and can raise a fire start, or where recycled cardboard can burn very quickly, or metal pieces collide and can trigger sparks and light a fire. Early detection of fire is critical for the plant continuation.
Solution : Thermographic surveillance cameras are deployed on turrets and can control the waste according to a set of different successive positions. These cameras make it possible to ensure surveillance and detection of hot spots, like engines at work in the plant, or fire starts. These spots, when processed with video content analysis detection rules, can reveal the fire starts.
EVITECH’s Jaguar monitors the cameras and ensures automatic detection of fire starts events. Jaguar uses different rules for separating the situations, according to the case where an engine is working, and detecting fire starts.
Deployed for 3 years on various waste recycling activities in France, with different kinds of thermographic cameras, Jaguar successfully detected several dangerous situations, with almost no false alarms, because of the reliability of the thermographic cameras used.
Tests : tests are done by the security officers who simulate fire on a wide empty area.

EVITECH’s Jaguar® video analytics solution watches over normal and abnormal circulation around one of the major fluvial harbours in France. Applications cover flow control (speed/size of boats), intruder detection (in premises) and logging (counting/statistics), ...
Issue : Increasing boat traffic and new regulatory constraints imposes deploying cameras on harbour sites, at least for monitoring and recording. As managing a large number of cameras is highly inefficient for human operators, an automatic solution is preferable. Moreover, administration is looking to gather statistics on site usage, for example get automatically generated spreadsheets including counting of boats per size and speed, per direction and hour to optimize site processes.
Solution : Various cameras are installed on areas to be monitored. These cameras are connected to JAGUAR detection units. Those units are set-up to achieve the different types of detection needed and generate logging information, which are in turn forwarded to supervision station.
Tests : As the site is currently managed by operators and as some functions are already available through other technologies, daily site operation allows measuring efficiency of the overall solution, apart from intrusion detection which has necessitated mock intrusions.
Remarks : The main reason for choosing JAGUAR here is the extreme flexibility of the solution, that allows any combination of rules on one channel, for the price of one licence, where other solutions will require purchasing several licenses or even coupling different technologies for each application, with a major impact on purchase and integration costs. Also, it is easily doable with JAGUAR (without paying new license fees) to add new detection rules on existing cameras.

EVITECH’s Jaguar® VDS200 video analytics wallet ensures protection of mobile camps. A contract for supply of unlimited quantities has been established by the French army.
Issue : When moving rapidly over an uncertain land, people have to secure their perimeter. The classical solution for military units in the past was to deploy mines, a thing which is nowadays forbidden by international conventions. The need concerns small detection equipment, rapidly deployed, and effective in order to detect any intruder within a distance of 200 meters.
Solution : Among several solutions that can be rapidly deployed, the VDS200 video protection wallet is very efficient and can cover 360° and more perimeter. Used with a 360° sensor like the one on the left, or with cameras (thermal or visible), the solution ensures detection of any approaching individual.
Tests : several years of tests have been done by military teams like STAT, EMAT, GIGN, Thales, and DGA personal.

EVITECH’s Jaguar® video analytics solution ensures safe monitoring of major buildings inside the city of Paris.
Issue : Official buildings (Ministries, Police headquarters, city museums...) directly on the street need a specific protection from the top of the building to the base of every external wall. Sometimes protected by laser scanning, most of the buildings do not fit for laser scanning which requires a planarity of walls (e. g. no balconies, no entrance pavilion), which is difficult to obtain, and thus multiplies the number of laser scanners to be used and increases security costs. In case of building cleaning and repair, this protection is much more critical since intruders could use the scaffolding to climbing directly through the upper building windows.
Solution : Video surveillance cameras deployed from the roof of the building (or the roof of the tubular constructions during works) can detect even when the wall facade is not regular and straight. Each camera has a wide FOV (30 to 45°, depending on the height of the building), to monitor and detect people walking on the ground. Regularly disposed on the top of the walls, they cover every angle of the building. Because of the height of their position, they can observe every corner of the building. The city lighting, as well as the building lighting, make the use of classical video surveillance cameras sufficient for the application. Due to the exceptional sensitivity of Jaguar, cameras can be used at very long ranges: Jaguar was qualified for 135 meters detection of a ramping individual under 10 lux from a 30° FOV good quality video-surveillance colour camera (continuing detection up to 60 meters if lighting is attacked and decreases to 2 lux, a situation which should not occur unless a major electricity failure happens in the city). Such distances make it possible to fulfil a 1 kilometre perimeter monitoring with 10 to 15 cameras.
Tests : tests are done by the security officers who simulate intruders coming from the streets around the building.
Remarks : An official agreement can be required for video cameras deployment, as well as storage of traffic in the public streets as well as in the neighbourhood of the site.

EVITECH’s Jaguar® video analytics solution ensures safe monitoring of major raffinery processes in France. Jaguar ensures monitoring of oil & gas pipes, and detection of a gas leak or an oil leak in the first seconds.
Issue : Our customer had a major oil leak several months ago. The leak happened in the week-end and lasted for several hours without even being noticed. Thousands of square meters of oil were poured in a river. In addition to the ecological disaster, and cleaning costs, the company had to pay for hundreds of millions of Euros of damage penalties. The installations of the refinery included various types of oil, transported at different temperatures and pressures, from ambient temp. and pressure up to 130 bars at 100°C.
Solution : Thermal cameras were installed above the pipes at regular distances. Cameras were wired respecting the ATEX™ standard and connected to Jaguar monitoring units. Jaguar monitored the cameras images. Due to its exceptional sensitivity, which makes it possible to detect a change as small as one pixel, Jaguar could then detect all events happening around the pipes: a small leak on the side, a leak on the ground, and a small fog on the pipe side.
Tests : Tests were done using high pressure water cleaning tools, which deliver varying temperature and pressure. For the tests, the operator hided under or behind the pipes and simulated various sorts of leaks on the different pipes (themselves at different temperatures). Tests will then be carried on at regular times for ensuring the continuity of service of the solution.
Remarks : Jaguar can also be used for security purposes, such as detection of intruders on perimeter related cameras, monitoring of speeds of vehicles before site entrances, as well as presence detection at specific hours when nobody should be there.

EVITECH’s Jaguar® video analytics solution ensures safe monitoring of the sea border of very sensitive sites in France & North Africa.
Issue : Sensitive and critical sites with a sea shore must ensure protection from the sea access. This includes many situations, such as people walking on the shore and getting in the site, small boats coming from the sea and landing, divers coming out of the sea, as well as possible terrorist attacks with high speed boats self exploding on the installations close to the sea.
Solution : Thermal cameras have the possibility to monitor the sea by day and night, as well as by fog, at several hundreds of meters, when there is almost no possibility of artificial lighting on the sea surface. Very small FOV (2-5°) uncooled cameras are used, with a specific installation so they would cross each other and monitor the sea surface from 500 to 800 meters from the shore, with a few number of cameras. In the site used as an example, 18 cameras ensure protection for 4 kilometre of sea border. In complement with these cameras, a beach safety line is deployed with 5 cameras detecting any diver who would come out the water directly on the beach. Tide is of course taken into account, either because it does not affect surveillance at long range, or because a moving area is taken into account in an ephemerid and follows the tide on the beach. Jaguar was qualified for detection from a thermal camera of targets whose size is as small as one pixel. In this example of the 4 km sea shore, the 23 cameras can be monitored by no more than 4 Jaguar detectors, which represents a negligible price against the cost of the used cameras.
Tests : tests are done by the security officers who simulate intruders coming from sea with a boat, or swimming & walking, or walking from the shore side.
Remarks : An official agreement can be required for video cameras deployment, as well as storage of traffic in the sea neighbourhood of the site. This solution can be deployed in complement of a perimeter video analytics solution for the rest of the site.

In nuclear activities, EVITECH’s Jaguar® video analytics solution ensures safe monitoring of uniqueness of access through double doors access.
Issue : When a safety critical building, such as a nuclear plant, is the place where hundreds of people access and work during a year, a strict control of entrances must be done, in accordance with access grants. Among all the possible types of access gates, there are these two-doors small access rooms which make it possible to enter alone or with a carriage. A solution is needed for automatic detection of people alone in order to automate doors opening process, while situations where somebody enters with a carriage need a control in order to ensure that there is only one person in the gate.
Solution : One, two, or three wide angle video surveillance camera(s) are installed in the security door room to monitor moving objects (persons, carriage) within. The minimum is one camera under the roof, watching all the ground, but for safety critical issues, one or two additional cameras in the corners of the room can be helpful. EVITECH’s Jaguar ensures an automatic monitoring of the cameras, and if a visible mass of more than one person is detected in the room, an event is sent to the security officers. They can then watch the camera images, and use a remote speaker in order to give directives to the person inside the security room (enter one by one, remove carpet on the carriage, etc).
Tests : tests are done by the security officers who simulate various situations of people entering the room alone, or with a carriage, or by two persons (stuck together or separate). The appropriate limit is set so that no risk is taken for opening the door to one single individual, even if it can raise a false alarm event when a fat individual enters the room.

EVITECH’s Jaguar® video analytics solution ensures safe monitoring of solar plants in southern Europe.
Issue : Solar plants in southern Europe are medium-sized electricity production units consisting of solar capture and transformation cell panels, interconnected to electrical wiring and voltage & power transformation systems. Most of these sites are uninhabited. However, solar panels, copper, and other electrical equipment are of great value and targets of robbery. Even if robbery often only concerns one part of the plant system, the whole unit is stopped and electrical production is lost for weeks.
Solution : Solar electricity production turns solar light into electricity. Lighting a solar plan at night would be a paradox since it would consume electricity produced during the day for protecting the unit at night. Thus, thermal cameras, whose electrical power consumption is around 5 W per camera, are usually chosen for site protection. Cameras are installed around the plan site in order to ensure a safety round path. Every visitor of the site, through all the possible legal accesses as well as every meter of perimeter fence is under surveillance of a camera, which is monitored by Jaguar. Every camera watches the next camera so an attack to the camera would be detected from the camera behind. Due to the exceptional sensitivity of Jaguar, cameras can be used at very long ranges : Jaguar was qualified for 250 meters detection of human targets from a thermal 20° FOV camera. Such distances make it possible to fulfill unit perimeter coverage as well as cross camera surveillance with 4-8 cameras monitored by only one Jaguar detector. Because the site is uninhabited, alarms are reported by GSM or ADSL phone network to a remote surveillance company, where a security officer receives one event per alarm with the corresponding video sequence, and can then confirm the intrusion, or take remote control on a PTZ dome in the site to check more carefully what is going on.
Tests : tests are handled by the security officers who simulate intruders walking around the walls, the gates, and running/climbing on the fences at different speeds.
Remarks : Thermal cameras with video analytics from Jaguar can detect and qualify a human or animal intrusion. For later police identification purpose, a light projector can be used with the dome so the security officer can get visible identification images of the intruders making it possible to recognize clothing and faces.

Issue : Very Important Persons such as political leaders, industrials or celebrities must face the risks of robbery, abduction, and terrorism. They fear situations of intrusions which can become very violent because of the importance of their wealth, or their own symbolic value. Most of the time, they have unfortunately already experienced such situations.
Solution : Thermal or more classical video surveillance cameras are installed around the villa’s gardens in order to ensure a safety round path, without breaking the inner garden and villa privacy. Every visitor of the villa, through all the possible legal accesses as well as every meter of perimeter wall is under surveillance of a camera, which is monitored by Jaguar. Every camera watches the next camera so an attack to the camera would be detected from the camera behind. Due to the exceptional sensitivity of Jaguar, cameras can be used at very long ranges : Jaguar was qualified for 135 meters detection of a crawling individual under 10 lux from a 30° FOV good quality video-surveillance colour camera (continuing detection up to 60 meters if lighting is attacked and decreases to 2 lux), and at 250 meters from a thermal 20° FOV camera. Such distances make it possible to fulfil perimeter as well as cross camera surveillance with 4-8 cameras monitored by only one Jaguar detector.

Remarks : Depending on the country, a administration agreement can be required for video cameras deployment, as well as recording of traffic in the public neighbourhood of the site. If classical colour or colour / Black and White commuting cameras are used, a minimum luminosity of several lux (typically : lighting installed every 25 meters around the site) will be required in order to ensure protection at night. Even with this lighting, if the site is exposed to fog (like in the mountains), it can happen that cameras are completely blinded, preventing any detection to be done. For higher discretion and best availability, use of thermal cameras allows to pierce the fog and the night for searching thermal information. Thermal cameras can detect at night as well as when daylight, and they are less affected by fog than classical cameras.
